SB 3093 (Murphy, D-Des Plaines) provides that school officials shall limit the number and duration of transfers to alternative schools in place of discipline.
SB 3201 (Harris, III, D-Dolton) provides that an annuitant may accept employment as a teacher without impairing his or her retirement status if that employment does not exceed 150 paid days (instead of 120 paid days).

HB 4316 (Mussman, D-Schaumburg) requires the superintendent to notify the State Superintendent of Education and regional superintendent if the superintendent has reasonable cause to believe that an education license holder committed an act of sexual misconduct that resulted in dismissal or resignation from the school district.
HB 4439 (Evans, D-Chicago) requires a school district to include African language courses as part of its foreign language curriculum.
HB 4560 (Guzzardi, D-Chicago) requires each school board to adopt a written policy for the right of student journalists to exercise freedom of speech and the press in school-sponsored media.

HB 4268 (Mason) makes changes concerning definitions, the evaluation and submission of guaranteed energy savings contract proposals, performance reviews, and the award of an energy savings contract.
HJR 61 (Bennett, R-Pontiac) creates the Addressing the Illinois Teacher Shortage Task Force to obtain and analyze data on the teacher shortage.
Governor Vetos House Bill 2778
On January 24, Governor JB Pritzker issued a total veto of House Bill 2778. The impact of HB 2778 has been previously discussed. A veto of this bill has been expected for months. Earlier this week, the governor, despite his veto, outlined a plan to move forward with a majority of HB 2778 in new legislation. Governor to Deliver Budget Address
As required by the Illinois Constitution, Governor Pritzker will present a budget address to the Illinois General Assembly, at noon on Wednesday, February 3. The address will combine the State of the State address and the Budget Address, which are typically delivered separately. While full details of the proposed budget are not yet known, Illinois finances have done better than expected during the pandemic. The governor is required to present a balanced budget using only resources available at the time of presentation. The budget address is an important early step in the budget process, but it is up to the Illinois General Assembly to pass a budget. As in years past, the General Assembly appears to be committed to funding an additional $350 million for Evidence-Based Funding.
