CTBA Releases EBF Report

The Center for Tax and Budget Accountability (CTBA) has released a report on the Evidence-Based Funding formula.  

The report, “Educating Illinois: A Look at the Evidence-Based Funding Formula,” was released on March 8. It finds “that the program is working as intended, and, in fact, benefiting all students in every geographic region of Illinois—irrespective of race or ethnicity.”  CTBA notes that 99% of the new funding went to school districts in EBF’s Tier 1 and Tier 2, which are farthest from funding adequacy and have the greatest gaps between existing resources and adequacy targets. 

Enacted in 2017, the Evidence-Based Funding (EBF) changed how state funds are distributed to public school districts, including sending more resources to Illinois’ most under-resourced students.
